Carl Rosier (1640-1725), also known as Noel-Charles Rosier or de Rosiers, was a Belgian-Netherlands (born in Lièges) composer and violinist of the baroque period. He composed motets, masses and instrumental music. For a period of time until 1675 he was assistant kapellmeister at the court of Elector Maximilian Heinrich in Bonn. Between 1683 and 1699 he was active in the Netherlands. In 1697 he founded a "Collegium Musicum" together with the German organist Hendrik Anders, his daughters and other musicians. This ensemble gave concerts in Amsterdam in the summertime and in s'Gravenshage in the winter.
The town council of Cologne appointed him cathedral kapellmeister in 1699, and in 1701 council kapellmeister. He held these positions until his death.
